Simon,

There are a lot of collaboration tools used in many
different contexts so your question is a bit like
asking "What should our policy be towards HTML?"

Several Aussies have written about collaboration and
associated tools: James Robertson (Step Two), Shawn
Callahan & Mark Schenk (Anecdote), Stephen Collins
(Acidlabs), James Dellow (CSC/Chieftech) & me.
