The one word answer is ignorance.

A longer explanation would have go into detail into the "not invented 
here" syndrome along with the insidious combination of developer ego and 
laziness, ie. I can do better and I can't be bothered documenting it.

The "different strokes for different folks" argument was valid five 
years ago when there wasn't much in the market to choose from, now 
anyone building or maintaining their own CMS will be either investing a 
lot of money into a system that _may_ produce a return on investment or 
is simply below par in comparison to what the market now offers (both in 
commercial and open source solutions).

All boils down to a very big case of reinventing the wheel...
