One of the reasons is familiarity.

I have often noticed that programmers - if given a choice -  would
prefer to code their own systems rather than learn an existing system
well enough to extend and support it like their own code. 

I have struggled to get programmers to give a system a decent review
before saying "Give us the chance and we'll write something better
suited.."

Having said that it would be fair to say that most home grown system are
built up from, or at least leverage, some form of open source or
commercial framework anyway.
